Joint Communique Ministry of Foreign Affairs of the Republic of Peru and State Department of the United States

The Republic of Peru and the United States of America share a strategic partnership based on common values and principles, with a rich and diverse bilateral agenda. Within this agenda, space stands out as an important area for dialogue and cooperation. Both countries seek to promote the peaceful use of space and take advantage of it to contribute to the development of their people and all of humanity.

The Republic of Peru and the United States of America share a long history of cooperation on space. Important milestones include the construction of the Jicamarca Radio Observatory in 1960 by the United States’ National Bureau of Standards and the implementation of successful scientific rocket launching campaigns from the Punta Lobos base between 1975 and 1983. These activities led to tangible scientific and technical advances.

Over the past year, the Republic of Peru and the United States of America have reached historic levels of cooperation on space. The United States expects to deliver a high-powered telescope to Peru next year and is exploring the possibility of hosting a Peruvian liaison officer at U.S. Space Command. Peru has also signed a Space Situational Awareness Agreement with U.S. Space Command.

Additionally, the United States also invited a U.S. astronaut to Peru to promote interest in space and organized the visit of 10 Peruvian students to the National Aeronautics and Space Administration (NASA) in Washington, D.C. Peru has also joined with the United States in committing to not conduct direct-ascent anti-satellite missile tests, which also joins with 36 other nations in the promotion of rules, norms, and principles of responsible behavior aimed at the long-term preservation of the space environment.

During APEC, the Administrator of NASA and the Institutional Head of the National Commission for Aerospace Research and Development (CONIDA) signed an MOU laying the groundwork for a multi-year sounding rocket launching campaign in Peru, which could include technical exchanges and joint scientific investigation.

The United States and the Republic of Peru anticipate collaborating on responsible and sustainable space exploration consistent with the principles of the Artemis Accords. The United States of America welcomes the Republic of Peru’s desire to host a future workshop of the Artemis Accords.

The Republic of Peru and the United States of America share the belief that space offers another opportunity to strengthen the bilateral relationship between our countries in the fields of research, science, and technology. We reaffirm the strategic importance of cooperation on space in our bilateral relationship.
